Automake adds and changes warnings between versions, so treating them as errors is likely to break in next versions, not always for really problematic reasons.
Extra compiler flags should be a developer choice, not a build system option.
Cleanup Autoconf usage, and rename the variable to TL_DEBUG_CPPFLAGS.
