PR resolves #553 .
Adding Solid Chat as Work Item to TR as per agreement in 2023-09-27 CG meeting with the understanding that copyright and contributors will be updated.
Follow-up PR in solid/chat#3 and solid/chat#2 to be resolved.
Will follow with a merge as there is prior CG consent.
