This PR adds detailed implementation requirements and guidance to the BuildEnv track spec. The requirements are divided into 3 groups, one for each implementer role (build image producer, build platform and compute platform), and further subdivided by task and level.
Sidenote: This PR also removes any remaining references to a formal conformance program by renaming the "verifying platforms" content to "assessing platforms", and "certification" to "assessment".
