CTT-24 Add experimental features, including handling unavailable institutions

In order to test these features, you must pass in experimentalFeatures.unavailableInstitutions via the ConnectWidget props in the application that is importing the @mxenabled/connect-widget package

For example, if you want to handle PayPal as an unavailableInstitution, provide the guid and/or name that should make it unavailable. If either the guid OR the name match an institution, it will be treated as unavailable

When done correctly, this is the behavior you'll see

1. The popular list will not show the institution

No PayPal here

2. When searched for, the institution will have a chip

3. When selected a new message will be shown

note - this prevents the user from attempting a connection

I am heads down into reviewing this today. Its my main task this morning.

This looks good. I really like how this abstracts the MX flavored values out of the package and lets us instead inject them in instead. I think we are good to move this forward and shift our focus to the MX side.
