Add a new generator function `iter_tests()`, which iterates over all tests that are defined in the git configuration. Refactor `cmd_list()` to use it.

Add a new generator function,
iter_tests(), which iterates over all tests that are defined in the git configuration. Refactorcmd_list()to use it.I think that this will be a better basis for reading all tests, especially since I don't want to lock us into thinking of a test as only a command.
