[doc] Update clang docs for PTX generation #172588

As of clang 19, PTX is no longer included by default. This was creating confusion when I upgraded from clang 17 to clang 21. That change in defaults is documented in the changelog, but not in the docs. https://releases.llvm.org/19.1.0/tools/clang/docs/ReleaseNotes.html#cuda-hip-language-changes Fix the documentation to mention the flag necessary to include PTX in the binaries.
