closes #5453

Idea: we analyse alerts for last 7 days.
When the alert comes, we are comparing it with historical patterns using simple heuristics (time of day when alert came, critical severity, e.t.c).

If the anomaly has more confidence level than was set in the system, alert is marked as anomaly. Process is logging, so further analysis of anomaly is possible.
