Reason for Addition

The current OpenPGP module is centered around GnuPG aka gpg

sequoia-pgp is a re-implementation of the OpenPGP standard in a stateless (or at least in a way less stateful manner) in Rust

A workaround for using it with the current gpg module might work using sequoia-chameleon-gnupg (A re-implementation and drop-in replacement of gpg and gpgv using the Sequoia OpenPGP implementation) using programs.gpg.package = pkgs.sequoia-chameleon-gnupg, but a sequoia-native module would be preferable
