Inflate before expand?

This library looks great, but I have a quick question. Most of the resources that I have read (listed below) suggest that the expand step takes place before the inflate step. In this library, however, the inflation step occurs before the expansion step.

I think that the first inflation/normalization will leave the matrix unchanged. During the last iteration, however, the matrix will not be inflated/normalized after being expanded. Does this divert from the algorithm in any meaningful way, and is it an issue?
