Bug report: "fetchd tx distribution set-withdraw-address" fails

Prerequisites

• I am running the latest fetchd version.
• I checked the documentation and found no answer to my problem.
• I checked the existing issues to make sure my problem has not already been reported.

Expected Behavior

fetchd tx distribution set-withdraw-address <wallet> --from <key> should allow to specify the address where the staking rewards are withdrawn (the command works on other chains).

Current Behavior

The command fails with 'failed to execute message; message index: 0: set withdraw address disabled'
