Add command to export credentials for fish shell

Describe the feature

#7388 - expand on this and add support for the fish shell. The issue had choosen to ignore but I think due to the growth & usage of the shell, I think it makes sense to add in official support.

Use Case

Having to do some hacks to make it work with the fish shell. I should be able to just execute the output and set the env variables

@jay-babu, thanks for this feature request. Just to make sure I've got the syntax right for this shell, you'd want the output to look like the following?

C:\Users\rtsfitz>aws configure export-credentials --format fish
set -x AWS_ACCESS_KEY_ID AKIAIOSFODNN7EXAMPLE
set -x AWS_SECRET_ACCESS_KEY wJalrXUtnFEMI/K7MDENG/bPxRfiCYEXAMPLEKEY
