permission dialog buttons too close to hints on narrow terminals

when the terminal is narrow, the permission buttons and keyboard hints get too close to each other and it's a bit hard to read

Steps to reproduce

1 - open opencode in a narrow terminal (around 80 columns)
2 - do something that triggers a permission prompt
3 - notice how the buttons blend into the hints
