Enable downloaders to query Blazegraph endpoints with SPARQL

This applies to KG-Hub in general.

We'd like to be able to use SPARQL queries in the `download.yaml` to query blazegraph endpoints.

Example: query http://rdf.geneontology.org/blazegraph/ to return annotations for a specific organism, retrieve GO-CAMs, or handle certain edge types as properties.
