Smarter compat updates #527
Description
If I have version compat bounds 1.5 - 1.11, and there's a 1.12 released, CompatHelper.jl should not suggest 1.5 - 1.11, 1 because I obviously have a good reason I am limiting to specific minor versions. CompatHelper.jl should do what GitHub's built in CI already does; it should suggest 1.5 - 1.12.
