Raspbian Pi4 arm64 Manual Install Issue

Issue
Install completes, but setup menu choices don't work. Log repeats:
dbus.exceptions.DBusException: org.freedesktop.DBus.Error.ServiceUnknown: The name org.freedesktop.NetworkManager was not provided by any .service files

To Reproduce
Manual install (using apache2) on Pi4 with 64bit Raspbian (Debian Buster) OS.

Expected behavior
Expected web menus to work as documented without log barks.

• Remember to attach server logs created with AstroPhotoPlus-ctl logs if applicable.

• OS: Linux Ubuntu 20.04.1 x86_64
• Browser Chrome

Additional context
Network Manager is installed, but service name is "/usr/share/dbus-1/system-services/org.freedesktop.network1.service."
