Base year update: Add scripts and other files to generate updated inputs

Some script and other transferred files used to update the various base year model inputs. Add those in the development structure and copy final versions of the input files into ./lib/data and scenarios/base/inputs

• 2017 Foreign trade import
• 2017 IO
• Updates NAICS code/SCTG correspondences
• 2017 TAZ control data
• 2017 FAF zone employment control aggregated from county data

Appears to be some further updates required in the correspondence files to convert between NAICS and NAICS IO. Review and document here and check for any hardcoding in the scripts
